- Code 39: Windows cannot load the device driver for this hardware, The driver may be corrupted or missing
- Code 41: Windows successfully loaded the device driver for this hardware but cannot find the hardware device.

Windows doesn’t recognize DVD
1] Windows 10 offers several built-in Windows Troubleshooters. Use the Hardware and Devices Troubleshooter and see if it helps you. To open it directly, Run the following command:
The Troubleshooters are available in Windows 8.1 and Windows 8 too.
2] Update your device drivers via Device Manager. If need be, uninstall them and reinstall them.
3] Disable and then enable the DVD or CD drive or port and see if that helps.
4] If you wish, you may also fix the corrupted registry manually. Create a system restore point first and then Run regedit to open the Registry Editor. Next, navigate to the following key:
HKEY_LOCAL_MACHINESYSTEMCurrentControlSetControlClass{4D36E965-E325-11CE-BFC1-08002BE10318}
In the right pane, click UpperFilters. Delete it.
In the right pane, you will also see LowerFilters. Click on it and Delete it too.
Restart your computer.

5] If the above manual registry fix does not help you, create a new registry subkey and see if that helps you.
Navigate to the following registry subkey:
HKEY_LOCAL_MACHINESYSTEMCurrentControlSetServicesatapi
Right-click atapi > New > Key. Type Controller0 and hit Enter.
Now right-click Controller0 > New, and then click DWORD(32-bit) Value. Type EnumDevice1, and hit Enter.
Next, right-click EnumDevice1, click Modify, type 1 in the Value data box, and then click OK.

After Windows 10 was upgraded, CD/DVD (TSSTcorp CDDVDW SU-208DB) stopped working.
Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. (Code 19)
I was trying to uninstall and reinstall, but no success. Any hints?

OK did a Windows logo key -R. Microsoft.net framework error. entered regedit.
Went to HKEY_Local_MachineSystemCurrentControlSetServicesatapi
Under it I created a folder called 'Controller0'
In Controller0 I did a 'New' (left click) and typed in 'EnumDevice1' as 'RegDWORD' and modified it to binary '1' in hex.
Acer iconia w510 windows 10 recovery. Exit regedit and restart computer
After the restart, I can now see the CD/DVD in device manager.
Now I can try to reload the device drivers.
This did work for me. The '?' has left my USB devices, thumbnail, nook, ipod, etc. The device manager now confirms I have a working CD/DVD but I stuck in a game and was able to start it, :) My Pc now shows the device as well, it didn't before. Hope it works for you because I have spent days trying to get this thing back again.

I have fixed that by uninstalling the Toshiba Recovery Media Creator. (But I do not know why..)

I have the same problem with my Samsung (TSSTcorp CDDVDW) on Windows 10. So I went out and purchased a new CDDVDW by ASSUS. Windows 10 could not find it either. Went back to Windows 7 and now I have 2 CDDVDW working just as good as before. It appears to me that in order to go with windows 10 I will have to replace my motherboard with a windows 10 compatible. Hopefully, my I7 quad core will work on a new motherboard if in fact an 1155 socket is acceptable to windows 10.
